Tata Teleservices has been asked to give up the extra spectrum as per DoT

Recent sources has confirmed that DoT has asked Tata Teleservices to vacate the additional CDMA spectrum in the different circles across India except Delhi & Mumbai with the other telco operators.

DoT sources has stated that the Telco body may request TTL to surrender its one 1.25  MHz of CDMA spectrum in all respected service areas except Mumbai & Delhi without any such reason.

The reason behind the steps taken by DoT to ask the operators to give up their additional spectrum is mainly because government has impose one time access fee for the airwaves holding beyond the limit that was assigned to it for resuming the wireless network services.

The company will not surrender the extra spectrum as per DoT demanded, the company will wait for the final results of the petition held up before  Kolkata High Court and Bombay High Court. As a result of which ”DoT would be bound to restore forthwith the surrendered spectrum in the event DoT actions are held invalid”.

120 days time frame has been asked by the company before surrendering its CDMA spectrum & re-organise its network, since the DoT may ask the company to impose one time spectrum fee.

Rs. 1,155 crore is the one-time spectrum fee imposed on TTSL’s CDMA license.

Already the company has paid 63 crore rs as an installment fee for holding up the additional license in Delhi & Mumbai circle as a protests to the Government.

BSNL (Bharat Sanchar Nigam Limited) one of the India’s leading telecom service provider has providing exclusively a CDMA data offer to GSM/3G users.

50 percent lower price on CDMA airwaves auction to be held in March 2013

Recently in a meeting headed by Mr. P Chidambaram in EGoM (Empowered Group of Ministers) decided to reduce the CDMA auction of 800 MHz band by 50 percent.

The price will be 4,500 crore for 25 MHz spectrum in 800 MHz band if it is approved by the cabinet.

Already EGoM has decided to lower the reserve price of CDMA spectrum by 30% in circles like Delhi, Mumbai, Karnataka, and Rajasthan. Similarly the price of 900 MHz band is almost twice that of 1800 MHz band which will be conducted in circles like Delhi, Mumbai, and Karnataka.

Again the Govt. has fixed the base price of 800 MHz band spectrum 1.3 times higher than 1800 MHz band spectrum in the auction happened in November 2012 which failed to attract bidders. The pan-India base price for 5 MHz of spectrum in 1800 MHz band was fixed at Rs 14,000 crore.

The November auction earned almost 9,700 crore out  of 40,000 crore as expected by the government.

Similarly  lot of companies who are operating in CDMA band are now suffering. If we take MTS who has over 16 million subscribers. Out of which 1.7 million are that of its data services.

2G Spectrum Auction Fails

The recent 2G auction has ended in a drastic manner providing only Rs 9,407.64 crore which is quite lower than the amount earned from 3G auction happened in 2010 where the govt. has received Rs 67,719 crore as per CAG report.

The situation is quite worse since only 101 out of 144 blocks got bids with Delhi, Mumbai, Karnataka, Rajasthan circles going unsold. The govt. plan was to raise 5.3 percent of GDP by earning Rs 40,000 crore from the sale of radio waves & the aim of the govt. was to make a certain amount from GSM spectrum auction of around Rs 28,000 crore & the rest from CDMA spectrum auction. Again there was no such CDMA bid since both the operators Videocon and Tata Teleservices have backed out.

Delhi & Mumbai being a metro accounted only 40 per cent of the base price of Rs 14,000 crore for 5 MHz of 2G spectrum. Likewise few circles like Karnataka, Mumbai and Rajasthan also did not receive any bids. Bihar went for a price higher than the base set before the bids surprisingly.

While Videocon and Idea won spectrum in seven circles, Bharti Airtel won in one circle while Vodafone got 14 circles. While Telewings got spectrum in six circles.

Sibal said: “as per court direction minimum price of spectrum was Rs 18,000 crore, we brought the price down because we wanted to sell, we wanted companies to buy.

Again it was impossible to fetch 9,407 crore if we follow the Trai guidelines to sell the spectrum at a price of Rs 18,000 crore. Again almost 60 percent of the spectrum auction has been round up by the Government which was freed by Supreme Court in February this year.

TTSL withdrawns bid application for CDMA 800 MHz band

TTSL has withdrawn its bid application from CDMA spectrum auction, already earlier this month the same thing has done by Videocon.

According to major sources the reason of TTSL to pull out from this auction was the high price in the spectrum for some circles where the revenue generation might be difficult.

Already it is confirmed that the operators like Bharti Airtel, Vodafone, Idea Cellular, Telenor and Videocon will be bidding for GSM spectrum in the 1800 MHz band.

 

The government will auction 3 blocks 1.25 MHz each in 19 telecom circles in the 800 MHz band due to the shortage of spectrum issue.

As per certain estimate 7000 crore amount loss may be carried out by Govt. due to CDMA spectrum auction.

4,550 crore is the reserve price fixed of each block of 800 MHz band which is 1.3 times of the price of airwaves frequencies in 1800 MHz band, used for providing GSM services.
